Matchbox garage blue tow truck made in 2000 NOT WORKING

Matchbox garage blue tow truck made in 2000. This truck is made of plastic. I put batteries in it and I could not get it to work. The battery cover is also missing, however the battery compartment is clean. This is being sold as a parts or repair unit. This does show wear from use. This truck measures 10.5" inches long 4.25" inches wide.
